About National Informatics Centre (NIC)

VSAT'sThe National Informatics Centre (NIC) was set-up in March' 1977 by the Government of India to provide computer based information services to Government departments. Today NIC, is a premier Information Technology organization in India which is committed to provide state-of-the-art, solutions for the IT needs of the Government of India at all levels. NIC carries the distinction of being the largest IT Organization in the Country and has set up a satellite based nationwide computer communication network, called NICNET, with over 1400 nodes connecting the National Capital, the State Capitals and the District Headquarters to one another. The IT services of NIC range from Consultancy, Software Design & Development, Office Automation and Networking Services to Training, Video Conferencing, CAD, EDI, Multimedia and Internet Services including Web Site Development and Hosting. NIC has a nationwide presence, with its offices spread all across the Country, from Leh to Andaman & Nicobar Islands.

The organizational set up of NIC encompasses its Headquarters at New Delhi, state units in all the 29 State capitals and 6 Union Territory Headquarters and District centres in more than 540 Districts of India. The Organization employs a large pool of efficient technical manpower. At the NIC Headquarters, a large number of Application Divisions exist which provide total Informatics Support to the Ministries and Departments of the Central Government. NIC computer cells are located in almost all the Ministry Bhawans of the Central Government and Apex Offices including the Prime Minister’s Office, the Rashtrapati Bhawan and the Parliament House. Apart from this, NIC has various Resource Divisions at the Headquarters which specialize into different areas of IT and facilitate the Application Divisions as well as other NIC Centres in providing state-of-the-art services to the Govt. At the State level, NIC State Centres provide informatics support to their respective State Government and at the District level lie the NIC District Infomatics Offices which strive hard to provide effective informatics support to the Development, Revenue and Judiciary administration of the District. In order to promote Information Technology in the country, focussing on INTERNET Technology based Value-added Services in the area of Industry, Business and Commerce, NIC has also established 22 National Information Technology Promotional Units (NITPUs) at major industrial/ Commercial cities viz.- Ahmedabad, Bangalore , Bhopal, Bhubaneswar, Calcutta, Chandigarh Chennai, Guwahati, Hyderabad, Jaipur, Kanpur, Kochi, Lucknow, Ludhiana, Mumbai, Nagpur, Panipat, Patna, Pune, Shimla, Tripur and Vishakapatnam. These centres provide Video-conferencing facilities, EDI services and other INTERNET Technology based Services over NICNET.

Role of NIC District Centre Dungarpur

NIC District centre at Dungarpur was established in the year 1989 . Two officials are posted for the need of district administration and other district officials. With the coordination of NIC officials and district administration and other district officials, NIC has created its necessity in various administrative and decision level work. NIC centre has the Internet link of All India Satellite Based Computer Communication Network(NICNET). The district centre is equiped with high speed FTDMA VSAT, Unix & Windows servers, Proxy Server, Mail Server, Remote Access Server, client windows systems and terminals for catering the communication and other needs of the district administration and various district offices. Depending on the wide variety of work, NIC has various working environments like UNIX, Windows and Linux.

Major Projects Undertaken by NIC District Centre

National Rural Employment Guarantee Scheme (NREGA) :

Implemented the National Rural Employment Guarantee Act (NREGA) Software in district dungarpur for better implementation & monitoring of this scheme ,The Family data has been entered for Registration of Job Seekers, Gram Panchayat Works Entry, Demand for works, Comments on Gram Panchayat works, Issuing of Muster Rolls, Generate various reports based on these data for Job Cards, Job Slips, MSR Register, Pending works etc. Around 2,46000 families have registered under this scheme & got the Job Cards , 48960 Muster Roll data has been uploaded into national website of this scheme (http://www.nrega.nic.in).

District E-Governance Project :

 District Administration has opened the 40 IT Kiosks under this project in the district for the employment generation for computer skilled unemployed youths in the district. The project is mainly intended to reduce the digital divide by providing internet access and IT enabled services to community and also to facilitate citizens interface with the government. These centres can also became effective in the government interface with the public thereby promoting E-governance.

Computer-Bus Program (CBP)

The Program envisages the implementation of a Computer Education Program in schools situated in remote places ; keeping in mind the limitations of the rural setup. The Program infrastructure includes technology infrastructure, teaching/learning aids and skilled human resources with an aim to provide the students with IT skills and develop an interest in school subjects. it is proposed that a bus fitted with computers with faculty onboard, operate in a "hub and spoke model".

This programme has the potential of not only being used for formal Computer Education at schools but can also be leveraged for community development programs including those of adult literacy, health and social awareness.

More specifically the Learning infrastructure will comprise of the following:

 

(a)            IT based infrastructure  

(i)             55 seater bus,  redesigned to a computer lab for 40-50 students, with a generator facility

(ii)            Installation of 20 multimedia Computers on the bus with LAN cabling, a server, printer and if possible – Internet       connectivity

(iii)             Installation of a One LCD Projector  to conduct computer theory and demos in the classroom.

 

Videoconferencing and data Communication Services

NIC Dungarpur has been providing Data communication services to government departments since its inception. Now, the Videoconferencing project has been taken up by the State government with technical support of National Informatics Centre in the district. This facility is extensively used by Hon’ble Chief Minister and his cabinet. Senior Officers of different departments of Secretariat and HODs, are also using the facility to meet their officers placed in the district for getting the status of various running development schemes or ongoing projects and are utilizing their time more productively which was earlier wasted in traveling. With the introduction of videoconferencing in Rajasthan, all the government departments are widely using this facility.

 

Land Record Computerization (LRC)

Software for Land Records Computerization has been developed by NIC Rajasthan State Unit,Jaipur. With the great efforts of NIC District Centre,all the Jamabandies data of three tehsils has been entered and verified in Unix machine, and complete Unix data (7 Bit)of three tehsils including current data and rotational jamabandies of Samwat 2057-2060 and 2058-2061 has been converted into Windows ( 8 Bit) data. Tehsils Computer centre has also become operational and new rotational jamabandies  is being preparing at Tehsils Computer Centres. All Tehsils are also connected by NIC Dungarpur with the dial-up Connection. The Internet and Intranet accounts for the same had already been  created and POP/SMTP facility is being used by tehsils for quick data transfer between tehsils and District Administration. Records of Right(Nakals)has been distributed in the mobile camps during the different campaign organized by the Rajasthan Government time-to-time.

Treasury Computerization (TCS)

Treasury Computerisation has been started in Dungarpur district in the year 1996. Software for the treasury computerisation has been developed by NIC Jaipur. Initially monthly accounting work was computerised. Now all the major works of district treasury like Stamps, Oldage pension, Long term Advances(LTA), PD Accounts has been computerised. Money Order printing works also carried out by Computers. Computers has been installed in all the two sub-treasuries of the district. Training has been imparted to the Treasury and sub-treasury staff for the smooth operation of the computers and software. Treasury has been given Internet & Intranet connectivity via the LAN setup, Sub-treasuries has been connected to NIC Intranet via Dial-up connectivity. Data from Sub-treasuries are coming diretly to district Treasury via E-mail.

Data Depository System

Implemented the Employee's Data Depository System for 173 DDO's of District Headquarter, State Centre have provided the Software for maintaining the paybill data of all the state government employees of the district in single database.

District Court Computerisation (DCC)

Separate Computer Centre is established  in District Court, Dungarpur  and training has been provided by NIC. Software has been developed by NIC Jaipur for record keeping of case since its filing upto decision level. Around 700 case files has been entered in the computers. Cause list is also being generated by the computers. Computers are also being used for Maintaining Personal Information System, Payroll ,Income-Expenditure Statements and many other day to day office work of District Court.

Networking

NIC Dungarpur has know became an Internet Service Provider (ISP) in respect that it can know give TCP/IP connectivity either thru dial-up or thru direct UTP cable. For this purpose Proxy Server ,Mail Server and Remote Access Server has been installed on FTDMA VSAT for the Internet and Intranet facilities.

Presently the Internet and Intranet facility is used by the three Tehsils, all Five Panchayat Samities, District Collector, PRO Office, SP Office, DRDA, Treasry, Two Subtreasries, CMHO and Public Health Department. Any Government/Corporate sector who wants E-mail/Internet facility can apply to NIC Dungarpur for getting TCP/IP dial-up connectivity.

Softwares Developed at District level 

Relief (Famine) Monitoring System

NIC Dungarpur have designed, developed and implemented the on-line system for computerization of the whole process of relief works beginning from proposal for the relief works to sanctions and completions of the work. This package has a quick acess to the related information/data with respect to the work executive agency, Panchayat, Gram-Panchayat and Village with quick and error-free approach on queries and reports. The developed system serves as a Management Information System (MIS) to improve the presentation of the information/data, facilitating quick Statistical analysis through on-line queries and reports.

Scheme Monitoring System

For effective planning implementation and monitoring of the different schemes for individual and community benefits, the complete system was developed and implemented; the Software helps the District Administration for execution of different schemes in better and planned way. The whole process for execution of works in different schemes are computerized, the on-line queries and reports are generated by which the processed data is used for the monitoring data is used for the monitoring of status at any stage of work, The developed system serves as Management Information System (MIS) to improve the presentation of information in better manner for effective and better implementation of projects. 

Pension Cases Monitoring System

The Software was updated and maintained for monitoring and timely disposal of pension cases of the employees related with retirements like Service Book Completion, Fixation of Pay, Pendeing Inquiries, Nominations, Objections from head Offices, PPO, CPO and GPO number etc.

Suchna-Ka-Adhikar

After the implementation of “Right of Information Act.” NIC have developed and regularly Updating the comprehensive system in which all the schemes having detailed information of individual beneficiaries and community benefits databases is prepared, this database is updated quarterly. The hard copy in the form of placed at the Panchayat and Suchna Kendra. Any individual can get the information in any time through this user-friendly package with on-line queries and reports.

Web Site Maintenance

Official website (http://www.dungarpur.nic.in)  having all the detailed information with photographs related with the district Dungarpur. The site having different links for Historical background, Geographical situations, Historical and tourist places, important festivals and fairs, Irrigation and Water resources, Forest, Road, Medial, Health, Education and other basic services and other infrastructure of the District Dungarpur. NIC Dungarpur is regularly updating the information and maintaining the data up-to-date.
